KEY ISSUES IN UPLAND

Town Center

Tom has been a leader in the revitalization of Historic Downtown Upland. His hard work has resulted in our beautiful new streetlights, restoration of the Carnegie Library, Citrus Heritage, and Upland Pride Murals. Tom’s work to replace the tired pavement and make Historic Downtown Upland a pedestrian friendly place for our families is a continuing project on his list for Upland’s future. Tom envisions Historic Downtown Upland as a community gathering place with sidewalk dining, boutiques, and entertainment opportunities for everyone. Tom supports the CIM Group in their plans to invest substantial funds for innovative projects in Historic Downtown Upland.

Animal Shelter:

Tom & Ann Thomas raised their three daughters, Katie, Elizabeth, and Maggie in Upland. Now that their daughters are grown, Tom & Ann are raising two dogs (Bogie & Lanna) that they adopted from the Annual Upland Pet Adoption Fair. As a long time animal lover, Tom supports replacing the old animal shelter with a new facility that will better meet the needs of our community.

Colonies Crossroads:

Looking towards the final phases of construction this commercial and residential project has proven to be a great addition to the City of Upland. The available and planned amenities have increased the already outstanding quality of life we enjoy on our community.

Planning and Development:

Good planning is the clear path to meet the challenges of the future. Through Tom’s leadership the city has undertaken an intense street improvement program. Upland will spend $43,275,000 in the next four years resurfacing streets and improving traffic flow. As we celebrate Upland’s Centennial we must maintain aggressive tree trimming and sidewalk maintenance programs. A strong balanced budget is the key to implementing traffic and pedestrian improvements in our community.

Public Safety:

The Public Safety of our citizens has been and will continue to be a top priority for me. I am very pleased to announce that I have been endorsed by both the Upland Police Officers Association and the Upland Fire Fighters Association.
